個人介紹James Kuo-Ann Chiao is an accomplished strategic planning advisory consultant in both public and private sectors, and a recognized leader in the field of smart city development. Asthe founding President of the Taiwan Smart Solutions Association and the Chairman of the Smart City Committee of the Chinese International Economic Cooperation Association (CIECA), he has helped numerous municipalities and companies around the world to develop and implement smart city strategies and applications.
In addition to his leadership roles in these organizations, James also serves as a World Bank consultant, a European Bank for Reconstruction and Development (EBRD) advisor, and a member of the Transportation Advisory Committee of Taipei City. He has been invited to speak at international conferences and meetings, including the World Trade Organization (WTO) Public Forum in Geneva, where he delivered a speech on "Smart City, Generation Z, and Trade".
James's expertise includes conducting smart diagnostics, developing smart city strategic plans, and providing integration services for smart applications with world-leading AD4 technologies (AI, Drone, & 4D models) to serve as the digital twin core platform for smart city development and management. He has also assisted companies with cloud computing architecture, organizational transformation, stakeholder participation, and strategic partner alliances.
Before embarking on his consulting career, James held several leadership positions in the transportation planning industry, including serving as the Director of Technical Group at New York Metropolitan Transportation Council (NYMTC) and Chairman of the Technical Committee of the US Association of Metropolitan Planning Organization (AMPO). He was the recipient of several national awards in the U.S., including the National Award for Outstanding Individual Leadership from AMPO and the Transportation Planning Excellence Award from US Department of Transportation.
James is an adjunct lecturer at the New York University Tandon School of Engineering and an Industry Professor of Smart City at the Tainan University of Technology. He has also helped the Institute for Information Industry and the National Development Commission to develop strategies for smart cities and regional governance in Taiwan, and assisted the RAND Corporation in the BMW-sponsored 2015 China Mobility research project.
